Fiscal Detail and Notes
The Department of Health and Human Services will require ongoing annual General Fund appropriations of $3,423,279 beginning in fiscal year 2026-27 to provide continuous eligibility to a child from birth through 5 years of age who enrolls in Medicaid or Children's Health Insurance Program. Federal Expenditures Fund and Federal Block Grant Fund allocations will also be required for the FMAP match. Given the waiver application deadline of December 31, 2025 to provide the continuous coverage included in the bill, the estimate assumes a start date of July 1, 2026.
