Fiscal Detail and Notes
The bill includes ongoing annual General Fund appropriations to the Department of Health and Human Services of $12,257 in fiscal year 2026-27 to provide reimbursement under the MaineCare program for lactation services provided in the home beginning January 1, 2027. Future year projections reflect the cost of a full-year of funding. Ongoing Federal Expenditures Fund and Federal Block Grant Fund allocations are also included for the FMAP match.

The bill also includes one-time General Fund appropriations of $91,993 to the Department of Health and Human Services for technology costs and development of a rate methodology and payment model to implement MaineCare coverage of lactation services provided in the home.
