	This bill creates the Net Energy Billing Cost Stabilization Fund and directs the Public Utilities Commission (PUC) to conduct rulemaking to establish a process for allocating the net costs, defined as program costs less monetized benefits, of the kilowatt-hour credit program and the commercial and institutional program to transmission and distribution utilities and distributed generation resources. The bill requires the PUC to submit legislation requesting General Fund appropriations to fund these costs. Although the specific amounts cannot be determined until the rulemaking process is complete, the costs are expected to be significant.
