This bill authorizes nonprofit organizations—including charitable, educational, political, civic, recreational, fraternal, patriotic, religious, and veterans’ groups—to conduct beano games without obtaining a license or registering with the Department of Public Safety, Gambling Control Unit (GCU), provided certain conditions are met. Although the bill eliminates certain licensing and registration requirements, it does not repeal GCU’s regulatory oversight of these activities. The GCU has indicated that additional staffing and resources are necessary to carry out these responsibilities and to implement the new exemption framework. The bill does not include funding for these additional needs. The fiscal impact of implementing the bill’s provisions without additional resources cannot be determined at this time and may depend on the volume of unregistered activity and enforcement demands over time.
