Fiscal Detail and Notes
This bill includes a one-time General Fund appropriation of $4,473,000 in fiscal year 2025-26 only to the Shelter Operating Subsidy program within the Maine State Housing Authority (MSHA) to support the operation of emergency homeless shelters in the State.  The bill also requires the State Controller to deposit into the General Fund $1,491,000 in revenue from the Housing First Program within the Department of Health and Human Services (DHHS) and $2,982,000 in revenue from the Housing Opportunities for Maine Fund within the MSHA that would have been transferred into these programs in fiscal year 2025-26 as a result of the increase in the Real Estate Transfer Tax enacted in Public Law 2025, chapter 388, Part V.  The bill also includes corresponding one-time deallocations in fiscal year 2025-26 to MSHA and DHHS.
