The bill includes
ongoing Other Special Revenue Funds allocations of $285,000 per year
beginning in fiscal year 2025-26 to the Department of Health and Human
Services to support organizations in the State providing housing and support
services for unhoused veterans, their children and survivors of military
sexual trauma. The funding is provided by a transfer of the same amount from
the Medical Use of Cannabis Fund (MUCF).

It also includes
ongoing Other Special Revenue Funds allocations of $200,000 per year
beginning in fiscal year 2025-26 to the Department of Economic and Community
Development to support organizations in the State conducting outreach and
providing support services to active duty military members and their families
who are transitioning to civilian life.
Funding for this program is also provided through a corresponding
transfer from the MUCF. |

The Office of
Cannabis Policy has noted that declining revenues into the MUCF, combined
with previously authorized transfers out of it, have reduced the fund balance
and increased the risk that available resources will be insufficient to meet
existing statutory obligations. The additional obligations and transfers
proposed in this bill would increase that risk. If fund resources become
insufficient, the Office may need to seek additional funding sources to
ensure it can continue to meet its statutory obligations. |
