Fiscal Detail and Notes
The bill includes General Fund appropriations to the Department of Health and Human Services of $279,320 in fiscal year 2026-27 to provide intensive outpatient programs and other outpatient services for substance use disorder or behavioral health disorders concurrently with methadone maintenance to treat opiate use disorder under the MaineCare program, state-funded foster care and Office of Behavioral Health programs. Federal Expenditures Fund and Federal Block Grant Fund allocations are also included in the bill for the FMAP match. The funding amounts are based on an estimated start date of January 1, 2027 to provide concurrent coverage of these services.
