Requires school
administrative units (SAUs) to develop a cardiac emergency response plan and
an athletic emergency action plan that includes the placement of automated
external defibrillators in occupied school buildings and in each athletic
venue on school property as well as ongoing personnel training on
cardiopulmonary resuscitation, the use of automated external defibrillators
and annual practice drills beginning in the 2026-2027 school year. |

The required
local activities in this bill may represent a state mandate pursuant to the
Constitution of Maine. If the bill does require a local unit of government to
expand or modify its activities so as to necessitate additional expenditures
from local revenue, the state mandate provisions of the Constitution of Maine
require either: (1) General Fund appropriations be provided to fund at least
90% of any additional necessitated local costs of the mandate; or (2) a
Mandate Preamble be added to the bill and two-thirds of the members of each
House vote to exempt the mandate from the funding requirement. If the bill
does represent a state mandate and neither one of these actions occurs, the
local units of government will not be required to implement the mandated
activities. |

This bill
includes a one-time General Fund appropriation of $1.8 million in fiscal year
2026-27 to the Department of Education for the cost to SAUs to implement a
cardiac emergency response plan, including the purchase and maintenance of
automated external defibrillators, cardiopulmonary resuscitation training for
faculty and personnel, educational materials and basic first aid
training. This preliminary fiscal
impact statement assumes that the funding provided in this bill is sufficient
to cover 90% of the cost of the required activities in this legislation. Additional General Fund appropriations may
be required if the actual cost to SAUs exceed this amount. |
