The bill includes
a General Fund appropriation to the Department of Health and Human Services
of $2,249,459 in fiscal year 2026-27 to retroactively reimburse MaineCare
members who received services from a federally prohibited under Section 71113
of Federal Law H.R. 1, provided after 7/1/2025. One Comprehensive Health
Planner II position is also established to oversee and administer the annual
public health funding grants.
This bill also includes language that $5,000,000 in ongoing funding
beginning in fiscal year 2027-28 will be provided to provide management and
oversight of family planning services. The department has also suggested they
would require a position to handle this additional grant funding. As the
current legislature cannot appropriate funds in a future legislature, this
funding, including the position, will not be part of the programs baseline
and will need to be requested in a future budget. |
