The bill includes
ongoing General Fund appropriations of $2,360 in each year beginning in
fiscal year 2025-26 to the Legislature for the costs of Legislators serving
on the Blue Ribbon Commission to Study Emergency Medical Services in the
State. |

The bill includes
language that the staffing of the commission, performing the structural
reorganization proposal and developing and implementing a public information
campaign will be done as resources allow. The Department of Public Safety
(DPS) has indicated it would need a Business System Administrator and related
costs to perform these tasks at an estimated cost of $152,000 in fiscal year
2026-27. As this bill provides no new funding, the impact of these new
unfunded costs on other programs in the DPS cannot be determined at this
time. |

Any additional
costs to the Department of Health and Human Services and the Maine Community
College System to participate in the Maine Emergency Medical Services
Commission are expected to be minor and can be absorbed within existing
budgeted resources. |
