This amendment
removes the General Fund appropriations of $5,000,000 to the Department of
Environmental Protection (DEP). The
amendment includes a baseline Other Special Revenue Funds allocation of $500
to establish an account within the department to allow for the acceptance of
outside funding. It also specifies
that the creation of the program can only be completed if sufficient
