|
This bill
requires the Department of Environmental Protection (DEP) to design and
implement a take-back and disposal program by July 1, 2027, for firefighting
and fire-suppressing foam located in the state that contains perfluoroalkyl
and polyfluoroalkyl substances. The DEP has indicated it will use contracted
services to complete these requirements. The DEP would require a one-time
General Fund appropriation of $5,000,000 in fiscal year 2025-26 for the
estimated contracted services cost. This estimate assumes that roughly 50,000
gallons of foam meeting these requirements are present in the state and that
disposal of this foam will cost $100 per gallon. The appropriation includes
an allowance that any remaining unused balance of the appropriated funds at
the end of fiscal year 2025-26 must be carried forward and made available for
the same purpose in fiscal year 2026-27. |

Any additional
costs to the Department of Public Safety to consult with the DEP are expected
to be minor and can be absorbed within existing budgeted resources. |
