The amendment requires the Department of Health and Human Services to, no later than April 1, 2025,  request federal approval from the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services for a Section 1115 demonstration waiver that would freeze Mainecare enrollment and create an enrollment cap. If this waiver is approved, there would be savings in the Mainecare program, as some newly eligible individuals would not be added to the program and members who become ineligible would be removed from the program. The amount and timing of these contingent savings are not yet determined.
