Fiscal Detail and Notes
This bill shifts $2,000,000 in fiscal year 2024-25 within the Department of Health and Human Services (DHHS) from the Office of Behavioral Health program (OBH), General Fund to the Medical Care Payments to Providers program, General Fund so that these funds can be used for the required state share component of reimbursement to state-licensed mental health organizations participating in the federal Certified Community Behavioral Health Clinic (CCBHC) Medicaid Demonstration. Federal Expenditure Funds allocations and Federal Block Grant Fund allocations are required for the FMAP match, at the enhanced FMAP rate available under the CCBHC Medicaid Demonstration.

Currently, the bill includes transfer language to shift the money between the General Fund accounts within the DHHS. This transfer is not necessary. The funds can be deappropriated from the OBH program and appropriated in the Medical Care Payment to Providers program and accomplish the goal of having the funds in the program that can receive the federal matching funds.
