Fiscal Detail and Notes
This bill includes transfers totaling $36,660,353 in fiscal year 2024-25 from the Department of Professional and Financial Regulation, Bureau of Insurance, Other Special Revenue Funds balances to fund the following initiatives:
1)  a one-time transfer of $15,000,000 to establish the Home Resiliency Program within the Bureau of Insurance to provide grants to homeowners for the purpose of performing home resiliency projects ($15,000,000).  A corresponding one-time Other Special Revenue Funds allocation for fiscal year 2025-26 is included in the bill.  A base allocation of $500 is included in the bill for fiscal year 2026-27 to authorize the expenditure of any unspent funds in fiscal year 2025-26 that are carried into fiscal year 2026-27.
2) total one-time transfers of $12,027,313 to establish one limited-period Contract/Grant Specialist position through June 18, 2027 to function as the State's first Safeguarding Tomorrow Revolving Loan Fund administrator (Other Special Revenues Funds allocations of $103,880 in fiscal year 2025-26 and $111,266 in fiscal year 2026-27); to establish one limited-period Communications System Manager position through June 18, 2027 to serve as the State's integrated public alert and warning coordinator (Other Special Revenue Funds allocations of $126,297 in fiscal year 2025-26 and $135,870 in fiscal year 2026-27);  to establish a 2-year initiative to update the Maine Emergency Management Agency's communications technology and warning systems statewide to improve communications before, during and after emergency and disaster events (Other Special Revenues Funds allocations of $800,000 in fiscal year 2025-26 and $500 in fiscal year 2026-27);  to provide one-time funding for the Disaster Recovery Fund to meet state funding requirements for emergency declarations (Other Special Revenues Funds allocations of $10,000,000 in fiscal year 2025-26 and $500 in fiscal year 2026-27); and to provide for the state match for a federal grant from the federal Safeguarding Tomorrow Revolving Loan Fund (Other Special Revenues Funds allocations of $500 in both fiscal year 2025-26 and fiscal year 2026-27).
3)  total one-time transfers of $9,633,040 to establish the State Resilience Office within the Maine Office of Community Affairs to create an online community risk reduction data hub, update flood maps, reduce community flood risk and increase participation in the National Flood Insurance Program through a regional certified floodplain manager program. A corresponding Other Special Revenue Funds allocation of $7,680,510 for fiscal year 2025-26 and $1,952,530 is included in the bill.  This includes allocation for two Public Service Coordinator II positions in the State Resilience Office beginning in fiscal year 2025-26.
This bill also requires an ongoing annual transfer from the available balances of the Department of Professional and Financial Regulation, Bureau of Insurance's Other Special Revenue Funds account to the State Resilience Fund beginning in fiscal year 2027-28.
