Fiscal Detail and Notes
This bill requires the State Employee Health Plan to allow an insured person to request and gain access to a clinically appropriate nonopioid, nonnarcotic drug approved by the federal Food and Drug Administration for the treatment and management of acute pain not otherwise covered by the insured person's health plan. It is expected that this change will take effect on or after July 1, 2024. The total cost to the plan is estimated to be $46,339 in fiscal year 2024-25. The State Employee Health Plan would require General Fund appropriations of $20,921 in fiscal year 2024-25 and Highway Fund allocations of $7,721 in fiscal year 2024-25 for the state departments and agencies that pay premiums to the health plan to cover the increased costs for those two funds. The remaining costs of $17,697 in fiscal year 2024-25 will be distributed across multiple funds across state government.
