This bill
provides that the Department of Agriculture, Conservation and Forestry (ACF)
may obtain certification from a forest certification program for state land
only if the program requires labor standards for logging and trucking
contractors. The ACF has indicated that all current forest certifications are
from programs that include labor standards. However, since the bill doesn't
define a specific set of labor standards, the ACF has indicated that, should
the criteria used by the forest certification programs be found to be
inadequate, the resulting loss of certification would impair the ACF's
ability to sell timber harvested from public lands it oversees, resulting in
substantial revenue losses. |
