This bill sets a
ceiling on energy efficiency spending from the Regional Greenhouse Gas
Initiative Trust Fund (RGGI) proceeds and directs the Efficiency Maine Trust
(EMT) to transfer any RGGI revenue received in excess of the limit to the
Public Utilities Commission (PUC) to be distributed to affected customers,
Maine-based energy-intensive businesses and electric ratepayers. The ceiling
and required transfer would limit the funding available for other programs
within EMT. The bill includes allocations of $3,000,000 to the PUC beginning
in the fiscal year 2023-24 to allow for the disbursement of the funding
transferred to qualifying customers. |
