|
This bill provides
that group tracking of adult-use cannabis plants includes plant canopy as a
group for tagging and tracking purposes. The Office of Cannabis Policy (OCP)
within the Department of Administrative and Financial Services has indicated
that there are currently no commercial off-the-shelf software applications
available that provide the capability to track products in this manner and
that the State would have to develop an in-house custom software application
to fulfill the inventory tracking system requirements in this bill. The bill
includes a one-time General Fund appropriation of $7,000,000 in fiscal year
2023-24 to the OCP to contract with the Maine Office of Information
Technology to develop the tracking system. The OCP has indicated that
additional staffing and resources will be necessary to ensure compliance with
the new tracking process. The bill includes ongoing General Fund
appropriations of $1,540,934 to the OCP beginning in fiscal year 2023-24 for
one Auditor Supervisor position, four Auditor positions, twelve Field
Investigator positions, two Field Investigator Supervisor positions and
associated All Other costs. |
