	This bill requires the Department of Health and Human Services (DHHS) to amend its rules in Chapter 101: MaineCare Benefits Manual, Chapter III, Section 67, Principles of Reimbursement for Nursing Facilities and in Chapter 101: MaineCare Benefits Manual, Chapter III, Section 97, Private Non-Medical Institution Services, Appendix C to require the department to reimburse at least 75% of a facility's costs pursuant to the facility's cost reports within 90 days of receipt. It is expected that to implement these changes DHHS will need a new position at a cost of $50,000 in General Fund dollars and Other Special Revenue Funds allocations will be required for the FMAP match. The bill stipulates that these changes must be implemented within existing resources and no new position is provided. The impact on other programs in the DHHS cannot be determined at this time.
