This bill includes
General Fund appropriations to the Department of Health and Human Services of
$1,260,000 in fiscal year 2023-24 and $1,260,000 in fiscal year 2024-25 to
provide free classes to understand child protective services and to contract
with peer recovery coaches.
A more current estimate would decrease the fiscal year 2023-24 and fiscal
year 2024-25 General Fund appropriation by $190,349 to $1,069,651 and add a
similar amount in Other Special Revenue (OSR) Funds allocations to account
for federal funding. Additional OSR funding of $96,188 is required in both
years for contracted supervision of the contracted staff. Also, all funding
should be appropriated or allocated to the Office of Child and Family
