	The University of Maine System estimates the cost to study and analyze the potential impact on public health and the State's economy if the State were to permanently adopt Atlantic Standard Time to be between $15,000 and $75,000.  Because this bill provides that the University of Maine System is not required to conduct the study unless sufficient funding is received through private donations, no General Fund appropriations are provided.
