Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund deappropriations of $1,280,363 beginning in fiscal year 2023-24 due to the removal of general assistance benefits for noncitizens.
Prohibiting a municipality from receiving its share of state education subsidy if it formally or informally prohibits or restricts the exchange of information with federal, state or local government entities regarding the immigration status of any individual or the maintenance of such information will place the responsibility of paying the total cost of educating students from kindergarten to grade 12 that reside in the municipality on the taxpayers of the municipality. 
Prohibiting a municipality from receiving municipal revenue sharing if it prohibits or restricts the exchange of information with federal immigration authorities will reduce local revenues, possibly leading to higher property taxes or budget reductioons.
