This bill
includes a one-time General Fund appropriation to the Department of Health
and Human Services of $4,000,000 in fiscal year 2023-24 to bridge the gap for
mental health organizations participating in certified community behavioral
health clinic projects, which have been funded by federal grants from the
United States Department of Health and Human Services, Substance Abuse and
Mental Health Services Administration for the past 2 years. This funding ends
on June 30, 2024.
A more current estimate would decrease the fiscal year 2023-24 General Fund
appropriation by $1,750,000 to $2,250,000 and add a fiscal year 2024-25
General Fund appropriation of $750,000. This would adjust the funding to the
current federal funding level and adjust the timing to match the federal
fiscal year. Additionally, the department would suggest that the funding be
moved from Office of Substance Abuse and Mental Health Services - Z199 to
Mental Health Services - Community - Z198. |
