|
This bill makes
changes to certain provisions of state law and provides appropriations and
allocations for fiscal years 2023-24 and 2024-25. Without an emergency
preamble the availability of funding provided in the bill for fiscal year
2023-24 will be delayed but the overall funding levels provided for each year
of the biennium will not be affected. The lack of an emergency preamble will
also delay but not preclude the State Controller from making the proposed
fiscal year 2022-23 transfers included in the bill because Part MMMMM of the
bill authorizes the State Controller to keep open the official system of
general accounts of State Government for fiscal year 2022-23 in order to make
post closing entries and adjustments to carry out the provisions of the bill. |
