Fiscal Detail and Notes
This bill includes General Fund appropriations to the Department of Health and Human Services of $132,292 in fiscal year 2023-24 and $278,429 in fiscal year 2024-25 to establish one limited-period Public Service Manager II position and one limited-period Social Services Program Manager position beginning January 1, 2024 to provide initial planning and administration for the delivery of support and stabilization services to residents of properties established or developed to provide permanent housing to end chronic homelessness in the State through June 15, 2025. The bill also includes an Other Special Revenue Funds  base allocation of $500 in fiscal year 2024-25 to a newly created Housing First Program account within the Department of Health and Human Services to facilitate the delivery of stabilization and supplemental services to residents of properties established or developed to provide permanent housing to persons who have been chronically homeless. It is also assumed that the limited-period positions funded by the General Fund in this bill will be established as ongoing positions funded by the Other Special Revenue Funds allocations in future bienniums.
The bill also includes an Other Special Revenue Funds base allocation of $500 per year beginning in fiscal year 2023-24 to a newly created Housing First - MSHA program account within the Maine State Housing Authority to authorize expenditures of funds transferred from the Department of Health and Human Services to be used to provide technical assistance with capital and planning issues associated with developing properties consistent with the housing model described by the Housing First Program and to develop affordable housing projects consistent with that model.
