|
This bill
establishes a stewardship program for packaging material to be operated by a
stewardship organization contracted by the Department of Environmental
Protection (DEP). The bill provides a General Fund appropriation to the
department of $131,292 in fiscal year 2022-23 for 2 Environmental Specialist
III positions and associated costs.
The bill does not require the department to initiate rulemaking until
on or before December 31, 2023 to adopt rules necessary for the
implementation, administration and enforcement of the stewardship program. It
is assumed any fees and allocations necessary to fund the ongoing costs of
the program would not be established until after the fiscal note forecast
period. |
