This bill would place certain restrictions on the sale and use of firefighting foam to which PFAS has been intentionally added. The bill directs the Department of Environmental Protection (DEP) to collaborate with other state agencies to develop a framework to address future collection and disposal of these products and report back on the findings. The bill includes appropriations to the DEP of $34,123 in fiscal year 2021-22 and $13,398 in fiscal year 2022-23 for one half-time Environmental Specialist III position. The position will begin October 1, 2021 and continue for one year, ending September 30, 2022. Additional costs to the Department of Defense, Veterans and Emergency Management to collaborate with the DEP are anticipated to be minor and can be absorbed within existing budgeted resources.
