Fiscal Detail and Notes
The bill includes General Fund appropriations to the Department of Health and Human Services of $20,910,534 in fiscal year 2021-22 and $62,923,786 in fiscal year 2022-23 to fund individuals on the waiting lists of MaineCare Benefits Manual Section 18, 20, 21, 29 and waiting lists under OADS rule Chapter 10-149: Chapter 5, Section 63, and Chapter 14-197: Chapter 11. Additionally, it establishes 8 new positions to handle the influx of members entering the waiver programs. Federal Expenditures Fund allocations are also included in this bill for the FMAP match and Other Special Revenue Funds allocations for the Service Provider Tax.

This estimate also includes the 10% temporary federal medical assistance percentage (FMAP) increase (above and beyond other FMAP increases) included in the federal American Recovery Plan Act (P.L. 117-2) for states that
"enhance, expand or strengthen home and community-based services".
