The bill includes
a one-time deallocation of Other Special Revenue Funds to the Department of
Health and Human Services of $56,000 in fiscal year 2021-22 to reflect
reduced expenditures caused by a reduction in revenue from refunding certain
fines and fees for violations by a business of an order, rule or guidance
issued pursuant to the state of emergency due to COVID-19 proclaimed by the
Governor. Any resulting fine, suspension or license revocation must be
dismissed if the agency or department that issued the violation produces no
evidence of resulting measurable damage or harm caused by the violation. |

Any costs to other
state departments and agencies to return any funds collected due to
violations of a COVID-19 restriction are expected to be minor and can be
absorbed within existing resources. |
