This bill
prohibits a deceased victim's restitution from being paid to an offender if
the offender is a recipient of funds from the victim's estate. If a victim's estate has only the offender
as a recipient of funds, the restitution must be paid to the Victims'
Compensation Fund or the Victims' Property Compensation Fund, increasing
total revenues to each of these accounts. The increase to the two accounts
will depend on the number of times this situation occurs and the amounts
involved and no estimate is made at this time. |
