	The University of Maine System estimates the cost to study and analyze the potential effects on public health and the State's economy of the State adopting permanent Atlantic Standard Time to be between $50,000 and $75,000.  Because this legislation requires that the study be completed only if sufficient funding is received through private donations to cover the costs to the university, no General Fund appropriations are required.
