Assuming an effective date 90 days after the statutory adjournment date of June 16, 2021, removing the emergency preamble will delay the bill's proposed reduction in the municipal revenue sharing rate from 5% to 3.75% in fiscal year 2021-22 for three months and will decrease General Fund revenue by $11.7 million from the levels assumed in the bill. Similarly, removing the emergency preamble could delay the availability of funding provided in the bill for fiscal year 2021-22, but will not affect overall funding levels provided for each year of the biennium.
Assuming an effective date 90 days prior to the start of fiscal year 2021-22, removing the emergency preamble will not delay the bill's proposed reduction in the municipal revenue sharing rate, will not reduce General Fund revenue from the levels assumed in the bill and this amendment will not delay the availability of funding for fiscal year 2021-22.
