Any additional costs to the Department of Environmental Protection as a result of changes to the state recycling goal that removes language that characterized recycling as the beneficial use of waste paper, waste plastics, waste wood, including wood from demolition debris, used motor vehicle tires or corrugated cardboard as a fuel in industrial boilers or waste-to-energy facilities if the department determined there was no reasonably available market in the State for recycling that waste, are anticipated to be minor and can be absorbed within existing budgeted resources.
