	Assuming an effective date 90 days after the statutory adjournment date of June 16, 2021, removing the emergency preamble will delay the date that the State's contribution for retired teachers health insurance premiums is to increase from 45% to 55% for three months and will reduce the cost of the bill by $1,680,625 in fiscal year 2021-22.
	Assuming an effective date 90 days prior to the start of fiscal year 2021-22, removing the emergency preamble will not delay the bill's proposed increase in the State's contribution for retired teachers health insurance premiums to 55%.
