Fiscal Detail and Notes
This bill makes changes to the rules regarding snowmobile registrations, trapping licenses and fees paid to reinstate a suspended license or registration. It increases the fee paid to reinstate a suspended license or registration from $25 to $50. It expands this fee to include permits issued by the Department of Inland Fisheries and Wildlife (IFW) and directs that these funds go to the Landowner Relations Fund within IFW. These changes will reduce General Fund revenue by $1,500 and increase Other Special Revenue Funds revenue by $13,000 starting in fiscal year 2021-22.  The bill includes ongoing allocations of $13,000 to IFW starting in fiscal year 2021-22 to allow for the expenditure of the additional revenue. 
Any loss of registration revenue to the Department of Inland Fisheries and Wildlife as a result of provisions specifying that annual snowmobile registrations registered after May 1 but prior to July 1 are valid until June 30 of the following year is anticipated to be minor. Any additional costs to IFW as a result of provisions regarding the display of snowmobile registrations or language clarifying who may obtain an adult trapping license are anticipated to be minor and can be absorbed within existing budgeted resources.
