The bill includes
one-time General Fund appropriations to the Department of Health and Human
Services of $100,000 in fiscal year 2019-20 and $100,000 in fiscal year
2020-21 to support health clinics that provide all services to the public at
no charge in the State through a request for proposal issued by the
