Fiscal Detail and Notes
The Employment Services Activity program within the Department of Labor will require General Fund appropriations of $47,711 in fiscal year 2019-20 and $61,467 in fiscal year 2020-21 for one half-time Employment and Training Specialist III position and related All Other costs to establish a process to certify employers that demonstrate best practices in working with employees with substance abuse disorders.  This preliminary fiscal impact statement assumes an October 1, 2019 start date.
Any additional costs to the Department of Health and Human Services from the provisions of this bill are expected to be minor and can be absorbed within existing budgeted resources.
