Amend the bill by striking out the title and substituting the following:

‘Resolve, Directing the Public Utilities Commission To Examine Direct Retail Competition for the Supply of Electricity to Residential Customers’

Amend the bill by striking out everything after the title and inserting the following:

Sec. 1. Report; retail market for residential electricity supply. Resolved: That, no later than January 31, 2021, the Public Utilities Commission shall submit to the joint standing committee of the Legislature having jurisdiction over energy, utilities and technology matters a report regarding the competition in the retail market for the supply of electricity to residential customers. The report must be based on an analysis of the market, including, but not limited to, the level of competition, the costs and benefits to residential customers of the current market structure and opportunities to enhance competition. The report may include findings and recommendations, including suggested legislation. The committee may report out a bill to the First Regular Session of the 130th Legislature related to the report.’

SUMMARY

This amendment replaces the bill with a resolve. The amendment directs the Public Utilities Commission to submit a report to the joint standing committee of the Legislature having jurisdiction over energy, utilities and technology matters regarding the competition in the retail market for the supply of electricity to residential customers. The amendment authorizes the committee to report out a bill to the First Regular Session of the 130th Legislature related to the report.
