Amend the bill in section 4 in §441 by striking out all of subsection 2 (page 1, lines 24 and 25 in L.D.) and inserting the following:

2 Unenrolled voter participation.   Notwithstanding section 340, subsection 1, a registered voter not enrolled in a party may participate in a party's presidential primary election without enrolling in that party. An unenrolled voter may vote in only one party's presidential primary election.

Amend the bill in section 4 in §443 in the first paragraph in the 3rd line (page 2, line 4 in L.D.) by striking out the following: " 432" and inserting the following: ' 442'

This amendment, which is a minority report of the committee, strikes the provision of the bill mandating that each party’s presidential primary elections are closed to any voter not enrolled in that party. Under the amendment, an unenrolled voter may choose to vote in one party’s presidential primary election. The amendment also corrects cross-references in the bill.
