Amend the amendment on page 1 in subsection 1 by striking out all of the last sentence (page 1, lines 17 to 19 in amendment).

Amend the amendment by inserting after subsection 1 the following:

Amend the bill in section 1 in §4326 by inserting after subsection 2 the following:

3 Contract for operation.   The Attorney General shall contract with a nonprofit, independent health insurance consumer assistance entity, which may not be an insurer, to operate the consumer assistance program.

Amend the amendment by inserting after the 4th indented paragraph after the title the following:

Amend the bill in section 1 in §4326 by renumbering the subsections to read consecutively.

Amend the amendment by striking out all of section 2 and inserting the following:

Sec. 2. Transfers from available fiscal year 2019-20 and fiscal year 2020-21 Department of Professional and Financial Regulation Other Special Revenue Funds balances to the Department of the Attorney General. Notwithstanding any provision of law to the contrary, on October 1, 2019 and on July 1, 2020 the State Controller shall transfer $200,000 from available balances in the Bureau of Insurance Other Special Revenue Funds account within the Department of Professional and Financial Regulation to the Department of the Attorney General.

Sec. 3. Appropriations and allocations. The following appropriations and allocations are made.

Amend the amendment by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

SUMMARY

This amendment requires, in fiscal year 2019-20 and fiscal year 2020-21, the State Controller to transfer $200,000 from available balances in the Bureau of Insurance Other Special Revenue Funds account within the Department of Professional and Financial Regulation to the Department of the Attorney General. The amendment also provides an Other Special Revenue Funds allocation to the Department of the Attorney General and makes other technical changes.
