Amend the bill by striking out everything after the enacting clause and inserting the following:

Sec. 1. Report on preventive oral health services. The Department of Health and Human Services shall report on the status of the preventive oral health services provided in schools through the Department of Health and Human Services, Maine Center for Disease Control and Prevention, rural health and primary care division's oral health program, including the number of schools and children served and the results of those services, which populations and geographic areas are not being covered by the services provided by the program and whether additional funding is needed. The department shall submit a report, including recommendations for funding or improvements to the program, no later than December 15, 2020 to the joint standing committee of the Legislature having jurisdiction over oral health matters, which may report out legislation to the First Regular Session of the 130th Legislature based on the report.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

HEALTH AND HUMAN SERVICES, DEPARTMENT OF

Maine Center for Disease Control and Prevention 0143

Initiative: Provides funding for one Health Program Manager to be the Oral Health Coordinator in the oral health program within the Maine Center for Disease Control and Prevention, rural health and primary care division, to lead the center’s public health functions related to oral health.

Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment makes the following changes to the bill.

1. It replaces the appropriations and allocations section to remove the funding to expand preventive oral health services provided in schools.

2. It removes the descriptions of the responsibilities of 2 positions created in the bill to provide the Department of Health and Human Services flexibility.

3. It removes the interim report on the oral health program.

4. It requires a report on the status of the oral health program rather than on the expansion of the program since the funding to expand the program has been removed.
