Amend the bill by inserting after the title and before the enacting clause the following:

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  the changes proposed in this legislation affecting the operation of card games and games of chance conducted at agricultural fairs must take effect prior to the commencement of this year’s agricultural fair season; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,

Amend the bill in section 1 in subsection 4 in the next to the last line (page 1, line 9 in L.D.) by striking out the following: "deal" and inserting the following: ' per deal , inclusive of any raises made during the hand or deal'

Amend the bill in section 2 in subsection 1 in paragraph A in the 2nd line (page 1, line 16 in L.D.) by inserting after the following: " $5" the following: ' , inclusive of any raises made during the hand or deal'

Amend the bill in section 3 in subsection 5 in the last paragraph in the 2nd line (page 2, line 23 in L.D.) by inserting after the following: " months" the following: ' no more than 4 times in a calendar year'

Amend the bill in section 6 in subsection 5 in the last paragraph in the 2nd line (page 3, line 31 in L.D.) by inserting after the following: " months" the following: ' no more than 4 times in a calendar year'

Amend the bill by adding before the summary the following:

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment provides that the maximum bet for a licensed card game in which bets are placed per hand or per deal is $5, inclusive of any raises made during the hand or deal. The bill increases the maximum bet for a licensed card game from $1 to $5. The amendment also provides that a bona fide nonprofit organization may operate a licensed card game or registered game of chance to which the general public has access for 4 consecutive days no more than 4 times in a calendar year. Current law includes a 3-month waiting period between such game operations, which the bill removes. The amendment also adds an emergency preamble and emergency clause.
