Amend the bill by striking out the title and substituting the following:

‘An Act To Create a Position within the Department of Health and Human Services To Coordinate Dementia Programs and Services’

Amend the bill by striking out everything after the enacting clause and inserting the following:

Sec. 1. 22 MRSA §5106, sub-§4-A  is enacted to read:

4-A Coordinator for dementia programs and services.   Coordinate and implement programs that provide services to the State's individuals and families affected by dementia. The department shall designate a coordinator to coordinate efforts across departments and branches of State Government and to oversee implementation of any related state plans developed by the department and plans developed by the United States Department of Health and Human Services, Centers for Disease Control and Prevention and national organizations with a recognized expertise related to dementias that are beneficial to the State's individuals and families affected by dementia. Other tasks of the coordinator include, but are not limited to, collecting data on the incidence of dementia, increasing awareness and creating training programs to facilitate access to services in all areas of the State, identifying and managing grants and contracts associated with services and providing policy advice to departments, municipalities and community organizations providing support and services to individuals and families affected by dementia. The department shall submit a report no later than January 30th of each year beginning in 2020 to the joint standing committee of the Legislature having jurisdiction over health and human services matters that outlines the activities of the coordinator and the department regarding programs and services for the State's individuals and families affected by dementia;

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funding for one Comprehensive Health Planner II position to act as the coordinator for dementia programs and services in the department's office of aging and disability services.

summary

This amendment replaces references to "Alzheimer's disease and other dementias" from the bill and uses the term "dementia" instead. It also clarifies that the coordinator oversees the implementation of any state or federal plans related to dementia and that programs and services are for both individuals with dementia and their families.
