Amend the bill by striking out the title and substituting the following:

‘Resolve, To Improve Teacher Evaluation Requirements by Revising the Maine Educational Assessment’

Amend the bill by striking out everything after the title and inserting the following:

Sec. 1. Department of Education directed to revise the Maine Educational Assessment. Resolved: That the Department of Education shall revise the statewide assessment program established pursuant to the Maine Revised Statutes, Title 20-A, section 6202 so that it accurately reflects measurements of student learning and growth. In revising the statewide assessment program, the department shall consult with teachers and administrators, including members of steering committees that regularly review and refine the performance evaluation and professional growth systems pursuant to Title 20-A, section 13704, subsection 5, paragraph D. The revised statewide assessment program must be designed to provide data and performance metrics that must be used as a measure of performance of English language arts and mathematics teachers pursuant to Title 20-A, section 13704. The revised statewide assessment program may be designed to provide data and performance metrics to be used as a measure of performance in other content areas of the system of learning results pursuant to Title 20-A, section 6209.’

SUMMARY

This amendment is the minority report of the committee. It strikes and replaces the bill with a resolve directing the Department of Education to revise the Maine Educational Assessment so that it accurately reflects measurements of student learning and growth. The department is required to consult with teachers and administrators and local steering committees in revising the assessment. The revised assessment must be designed to provide data and performance metrics that will be used as a measure of performance of English language arts and mathematics teachers and may be designed to provide data and performance metrics to be used as a measure of performance in other content areas.
