This bill would
authorize the final adoption of provisionally adopted Department of Marine
Resources (DMR) rules related to the Atlantic Sea Scallop Limited Entry
Program. Because the rules set an exit/entry ratio for commercial scallop
drag licenses of 2 new licenses for every 3 license exits, fewer commercial
scallop drag licenses will be issued, which will result in minor General Fund
and Other Special Revenue Funds revenue reductions. Any additional costs to
DMR as a result of the final rule adoption is anticipated to be minor and can
be absorbed within existing budgeted resources. |
