Fiscal Detail and Notes
This bill transfers the Special Advocate position from the Department of Secretary of State to the Department of Economic and Community Development.  The Department of Secretary of State will require a General Fund deappropriation of $64,849 and a Highway Fund deallocation of $68,322 in fiscal year 2018-19. The Office of Business Development within the Department of Economic and Community Development will require a General Fund appropriation of $104,384 in fiscal year 2018-19 for one Public Service Manager I position to serve as the small business Special Advocate.
Overall, transferring this position will result in a net General Fund cost of $39,535 in fiscal year 2018-19 and a Highway Fund savings of $68,322 in fiscal year 2018-19. This assumes an August 1, 2018 effective date.
