Fiscal Detail and Notes
The Department of Health and Human Services (DHHS) will require a net increase in General Fund appropriations of $59,386 in fiscal year 2018-19 to reestablish the Office of Advocacy within the DHHS.  Federal Expenditures Fund allocations will also be required for the Federal match.

This increase is the net effect of 2 changes. First, the bill would establish one Public Service Manager II position and one part-time and 6 full-time Advocate positions at a General Fund cost of $386,200. Second, the bill would eliminate the current contract for advocacy services, which expires on June 30th, 2018, at a General Fund savings of $326,815. This contract was created in PL 2011 c.657, when the office was abolished, to continue to conform with MRSA Title 5, Section 19502. Going forward, the Office of Advocacy that is being reestablished can be the agency, as defined in MRSA Title 5, Section 19503, to fulfill the obligations of that statute.
