	This legislation removes the requirement that all school administrative units (SAU's) award diplomas based on proficiency-based standards and instead allows SAU's to award diplomas based on either proficiency-based or credit-based diploma standards.  The ability of the Department of Education to implement this legislation within existing budgeted resources cannot be determined at this time.
