|
The Department of
Health and Human Services (DHHS) will require Federal Block Grant Fund
allocations of $288,329 in fiscal year 2017-18 and $294,740 in fiscal year
2018-19 for 3 Senior Planners to conduct and score the comprehensive
substance abuse screening, schedule drug tests, make referrals to treatment
programs and to cover the cost of additional written screenings that will be
required. Additionally, if an applicant or recipient of Temporary Assistance
for Needy Families (TANF) benefits does not appeal or fails a 2nd drug test,
that individual is denied TANF benefits for 120 days. To the extent that such
denials occur, Federal Block Grant Fund expenditures will be reduced.
There will also be an additional cost for the drug tests ($62/each). It is
unknown how many of these tests will be required after the screening is
complete. Also, it is expected that there will be additional expenditures for
MaineCare or DHHS substance abuse treatment contracts due to increased
enrollment in treatment programs. No estimate of these costs is made at this
time. |
